More than 900,000 individuals nationwide who came to the U.S. before age 16 have been granted a reprieve from deportation, and given work authorization, under the 2012 Obama administration program. At least 20 states, including Florida, Texas, New York and California are among those that offer “tuition equity” to students regardless of their legal status, according to a Law Center tally.
